A TUNNEL toll charging study by the Government Office does consider simpler and quicker solutions to the congestion at the Hindhead crossroads says Haslemere man Francis Lipscomb.
However a Highways Authority spokesman said that they were focusing on a tunnel because it was the "best solution so far".
