More than 280 people attended the service and the reception afterwards, held in The Link.
Assisted by Reverend David Brown, the service was conducted by Rector of Haslemere Parish Norman Jones.
The morning service started with a procession led by the St Bartholomew's choir and the rector, with Mr Barnes and his wife Sarah, the mayors of Waverley, Farnham and Godalming and the chairman of Cranleigh Parish Council.
They were followed by Mr Barnes' fellow town councillors, town clerk Mike O'Neil, Virginia Bottomley and Surrey county councillor for Haslemere, Christine Stevens.
The service featured singing by the church choir which was followed by nearly 30 children from Grayswood School who sang a number of pieces, including their own composition called God's Wonderful World.
The proceeds of an offertory taken during the service will be split between St Bartholomew's Church and Mr Barnes' two charities for the coming year, the Haslemere Hospital Fund, to provide essential equipment for the minor operations' theatre, and Macmillan Cancer Relief.
A short speech by Mr Barnes in the after-service reception highlighted the support given to the town by residents and organisations, the value of partnership and the value of the town council working as a team for the community.
He added: "I would like to say thank you to Grayswood Infant School for their very special contribution, June Elliott for the lovely church flowers, Rosalin Rees and Barbara Murray for the floral displays in The Link, Joan Biden and her helpers, Gay Hibbs and her girls from Wispers School, St Bartholomew's School, the Reverend Norman Jones and everyone associated with St Bartholomew's Church and to Lyn Paton."
Special thanks also went to Mr Barnes' niece Sarah Kennedy and Stephen and David O'Neil, sons of Haslemere town clerk Mike O'Neil, for helping with the refreshments.
