THE owner of a Farnham fish and chip restaurant has this week condemned a decision by Waverley Borough Council to allow building work to start outside his premises just two weeks before Christmas.

Sam Kovenkli, who owns The Traditional Plaice in Downing Street, told The Herald that Waverley had been "unfair" in its handling of the development complex being built outside his restaurant door off Central car park.
