A COUNTY councillor has called for stronger measures to be impacted upon Whitehill and Bordon's road to avert tragedy. Adam Carew, county councillor for Whitehill, Bordon and Lindford, has declared his support for changes in speed limits on small roads and main roads. He has stated he would like to see speed limits along Walldown, Liphook, and Hollywater Roads in Whitehill reduced to 30mph "as a matter of top priority from 60mph" as the current speed limits are "excessive and highly dangerous". The Herald reported in an earlier edition that Cllr Carew had agreed to a proposal with the highways authority to reduce the speed limit to 30mph around Walldown junction which will go to a public consultation but it is hoped this stretch will be extended. Cllr Carew said of a reduced limit along the B3004 Liphook Road: "I am in full support of reducing the speed limit through Lindford to 30mph. "This has come up time and time again from local residents and is a hot topic of debate at parish council.  "Prior to new Government legislation and the Village 30" project we met with highways officers who assured us that Lindford would get a 30mph speed limit through the village." The Herald understands that this speed limit would need to be reduced through traffic-calming measures before it could be enforced. Other areas of concern for Cllr Carew are the B3002 Headley Road where he hopes to see the introduction of a 30mph limit. It is currently used as a "rat run" to travel through to the A3 at Thursley to avoid Hindhead congestion. He would like to see similar action taken along Hollywater Road as this is the main route to Mill Chase and Weyford schools as well as Chalet Hill and Whitehill Cemetery. Cllr Carew added that the road continues to be used as a "major rat run and part of a boy racer circuit" and needs to be reduced to 30mph "along the entirety of this road." In addition, Hogmoor Road which is currently set at 30mph at the southern end and 40mph at the northern end also provides concern.  He said: "To have 40mph at this end when the other is 30mph leads to confusion, it needs to be 30mph throughout with additional traffic-calming if necessary." Lance Corporal Andrew Bowman of REME was killed along the adjoining Station Road in March and as a result better signage and road markings have been brought in to improve the road. As part of the "20s Plenty" road scheme, Cllr Carew would like to see the introduction of 20mph speed limits along Drift Road in Blackmoor and Whitehill parishes, especially for outside St Matthews CE Primary School. He said that these same measures could be introduced along Mill Chase Road, Budds Lane and Alpine Road. Church Lane, in Blackmoor, often busy with churchgoers and the nearby apple shop, has witnessed accidents in the past here and Cllr Carew wants to see a 30mph limit adopted. In addition, he would like to see a reduction in speed limits on B3004 at Kingsley, Worldham, Standford and Passfield. Of Passfield, Cllr Carew said: "I gather money has been put aside under a 106 agreement for road safety measures and a possible crossing at this point which has not been actioned for a number of years." He added: "There was a tragic accident there this year where a young female driver was killed." A 106 planning agreement is a legal document negotiated under the relevant section of the Town and Country Planning Act 1990 between the district council and developers, financiers and/or householders. It outlines the legal planning obligations of all parties in the development which often involves the applicant giving the council money to be used within the local community such as schools or small scale road improvements. It can also include non-financial obligations such as who occupies the site after the development, in exchange for being allowed to build on the space. lOFFICERS are appealing for information after a serious crash involving three vehicles on the A325 at Bordon on Friday, May 25.
