PROPOSALS to build a 70-bed care home and 16 three-bedroom houses accessed off the Shepherd and Flock roundabout have been criticised for failing to provide enough affordable housing.
The application for the prominent site alongside Bourne Mill looked set to be refused on Wednesday by Waverley's western area planning committee, on the recommendation of officers.
