WAVERLEY council has been accused of targeting the borough's most vulnerable residents, with new charges for its 24-hour Careline emergency call system.
Solely managed by the borough council, Careline supplies around 2,000 users with personal alarm equipment, including a pendant trigger that puts them in touch with a 24-hour monitoring centre when pressed in an emergency.
Seven hundred of its elderly and disabled users currently receive the vital service free of charge. But come April 1, they will be charged £1.90 a week - almost £100 extra each year.
