THE "shifting sands" of Government policy were blamed for the decision by Waverley Borough Council on Tuesday night to withdraw its core strategy Local Plan to shape future development to 2028.
Objectors have argued that the absence of a Local Plan will create a developers' paradise but Waverley councillors agreed they had no option after receiving an updated strategic housing market assessment saying that 470 new homes needed to be built annually, which was twice the number proposed in Waverley's draft core strategy and unsustainable within the borough.
