WAVERLEY Borough Council faces a potential fine of up to £20,000 after it was found guilty of exposing a young couple and their newborn daughter to potentially fatal asbestos dust by the Health and Safety Executive (HSE).

Raymond Donnelly and Tiffany Kenton have fought a long battle against Waverley after the council's repairs contractor, Mears, disturbed an asbestos wall panel at their home in The Chantrys, Farnham, in December last year, only fixing the damage some three months later.

And following an investigation by the HSE, the council was this week found guilty of breaching both the Health and Safety at Work Regulations 1999 and the Control of Asbestos Regulations 2006, with Waverley blaming a "management process breakdown" for the incident.
