Pete Dale, who owns Groomes Guest House, said his application was "in response" to residents' concerns over noise and traffic disruption.
He claimed "a campaign" against his business was started by nearby residents, so last autumn he drew up a plan to sound proof the venue.
But last week EHDC's planning committee rejected his ideas.
