EAST Hampshire district councillor Andrew Joy has spoken of his sadness at reliniquishing his role as the town's portfolio holder at "an important time".

The move comes as a final "yes" or "no" is expected from the Ministry of Defence before the summer Parliamentary recess on whether the Army will leave Bordon.
