COUNCIL enforcement officers in uniform handing out fines for anti-social behaviour are being envisaged as a reinforcement to the police in these cash-strapped times.
Surrey's Police and Crime Commissioner, Kevin Hurley, intends building a partnership with local councils that will step up the enforcement on a whole range of menaces, from fly tipping and littering to holding of noisy parties.
A pilot scheme in the borough of Elmbridge is being watched by all the other districts and boroughs across Surrey, Mr Hurley explained at the first Waverley Crime Summit, held at Farnham Maltings.
The zero-tolerance former Scotland Yard commander addressed a room packed with residents, many representing Neighbourhood Watch schemes.
