THE controversial plans to develop a strip of land sandwiched between the London to Portsmouth railway and the OSU site have been passed for a second time by East Hampshire District Council.
Councillors passed the controversial application for new housing back in February but the application was refused in June after developers failed to sign a section 106 agreement in time.
