A "STEALTH developer" from Petersfield could face legal action after altering a handful of buildings without planning permission.

David Graver could be forced to revert two properties to their former guise after getting a public dressing down from the South Downs National Park Authority.

The developer has lost retrospective plans to alter buildings behind 22 High Street and 23 Pulens Lane within the last fortnight. The most recent took place last on January 31 where he was accused of "conning" the authority with his mastery of planning laws.
