A "STEALTH developer" from Petersfield could face legal action after altering a handful of buildings without planning permission.

The developer has lost retrospective plans to alter buildings behind 22 High Street and 23 Pulens Lane within the last fortnight. The most recent took place last on January 31 where he was accused of "conning" the authority with his mastery of planning laws.
