A LOCAL councillor has condemned a move by Hampshire County Council which will force a developer to pay over half a million pounds for road improvements to build a leisure complex in Bordon.

Lindford Parish Council Chairman Eric Birkett has said that the county is tempting a developer with the prospect of planning permission for the site in return for money for road improvements.
