WAVERLEY Borough Council has spent more than £4.5m in progressing its East Street/Brightwells development, according to figures released by the council.
The expenditure and mounting debt is in sharp contrast to the expectations of the project's early days, when a £20m capital receipt into the council's coffers was anticipated within years of Waverley beginning its partnership with developer Crest Nicholson.
