In a presentation to town councillors, county education adviser Peter Rabbett said "old-style Victorian teaching" should be phased out and replaced with a new-style "learning village" on a site in Bordon's Budds Lane as part of the eco-town project.
The learning village could house a secondary school, primary schools, a children's centre and a leisure centre in one complex.
Critical of the way children are being taught today, Mr Rabbett warned that if the existing principles of education and the same style of buildings were carried forward into the new eco-town, nothing would move forward and education would stagnate.
