SHORTCOMINGS in Farnham's infrastructure, from its struggling sewage works to its over-subscribed schools and "notoriously inadequate traffic system", have been spelt out to Waverley Council.

The failings feature prominently in a document delivered to Waverley after the town council spent months consulting and working on its contents.
