WAVERLEY Borough Council has a fresh stumbling block to overcome in its quest to finally start its Brightwells/East Street development, thanks to a ruling by the Secretary of State for Local Government.

One town and borough councillor this week estimated there could be a further delay of at least a year, after the council was told more detail is needed regarding the traffic, air quality and noise implications of the Brightwells development in combination with the extension of car parking at the Riverside.

The Secretary of State has been unconvinced that previous studies have been sufficient to rule out "significant environmental effects" from the combined project.
