AN accusation that East Hampshire District Council's budget is "half-baked" and "irresponsible" have been fiercely defended by its Tory-led cabinet.
East Hampshire's Liberal Democrats have also branded the proposed budget as "scandalous" after the Tories agreed to freeze council tax for a fourth-year running.
