A LOCAL Government Commission decision to split Holybourne from Alton as part of a new district warding system has been condemned as "a huge blow for democracy".
District councillor Jerry Janes maintains the realignment of Holybourne with Froyle, Lasham and Shalden, has met with universal disapproval from all four communities.
