SURREY County Council is protesting that the Government's Personal Care at Home Bill is "complete madness" and stands to saddle the council with extra costs of up to £28m.
The council expects to foot the bill for nearly 2,700 people in Surrey who previously did not get free support but will be entitled to it under the Government's home care pledge.
