WAVERLEY Council has been dealt a lowly one-star rating out of a possible three for the management of its 5,000 council homes, following a rigorous inspection by the Audit Commission.

The council had been hoping for a two-star 'good' rating, despite fighting a losing battle to meet the Decent Homes Standard amid Government raids on tenants' rents.
