A DISTRICT councillor has cited a "lack of misunderstanding" over the proposed eco-town.

Andrew Joy, the district's eco-town portfolio holder, said that the £10.9m quick-win money given by the Labour government had been spent on wages and consultation fees, rather than improving the quality of life for people in the town.
