A NEW housing target that could see green belt land concreted over to make way for more than a million new homes was last week condemned by the leader of Surrey County Council as "madness".

Dr Andrew Povey hit out at the Government targets following new advice issued by the National Housing and Planning Advisory Unit that singled out the South East for the highest growth in new homes.
