WAVERLEY tenants have dealt the borough council a devastating blow by rejecting proposals to transfer 5,500 council homes to a new housing association.
In a secret postal ballot which involved 78 per cent of all Waverley tenants, 56.6 per cent voted against large scale voluntary transfer.
The transfer would have freed up £46 million of council money for affordable homes and community projects.
