PILES of dogs' mess are mounting up on land at Gilbert White Way in Alton and the situarion is causing increasing concern to nearby land owner Sarah Stevens.
The mess is being left along the boundary of her land in plastic bags. which makes it difficult for the faeces to rot away."It is horrendous," she said.
Mrs Stevens and her gardener have been cleaning up after the inconsiderate dog walkers every week for the last six to eight months.
"It's so awful people won't take them home," she said. "The bags don't rot. My poor gardener gets the job of cleaning the mess up."
Gardener David Warner is as fed up as Mrs Stevens, reporting that he picked up 16 bags last week.
Mrs Stevens is also concerned because children play along the stretch of grass. "It is not hygienic."
She purposely hasn't cleaned up the mess lately to see what would happen but says, "It has got really bad."
East Hampshire District Council dog warden Dave Griffiths advises that it is an offence to leave dogs' mess on land the public have access to.
"It is illegal under the Dogs (fouling of land) Act 1996 and people can be given a fixed penalty fine of £25," he said. He also advises that if the case is taken to court people can be fined up to £1000.
Mrs Stevens thinks the "clean it up signs" which warn dog owners about being fined are too small and people should be made aware of the law.
She would like to see two more bins installed in the area to encourage people to get rid of the waste properly.
"I want one bin by the stile in Grebe Close and one on the grass along Gilbert White Way," she said.
Alton Town councillor Pam Bradford has been to look at the situation which she is also very concerned about. "How can we keep Alton clean if people do things like this?" she asked.
It is believed that the district council has now put in an order for a bin in Gilbert White Way which, if installed, will hopefully be used.
