OBJECTORS warned this week that Waverley's "negligent" administration has left the borough wide open to speculative housing development.

Waverley's executive agreed on Tuesday night to submit its core strategy blueprint which will shape future planning in the borough until 2028 – despite warnings it will be rejected as "unsound" because not enough new housing is proposed.
