HIGHWAYS chiefs at the county council are to give permission for a mini- roundabout to be built on a busy main road in Lindford. Hampshire County Council (HCC) will allow contractors working for Chase Road developers to install a mini-roundabout on the junction of Liphook Road and Windsor Road. Developers proposed the scheme to deal with an influx of traffic along Windsor Road, the main access point to the Chase Road development, which was granted full planning permission a month ago. HCC's decision was revealed at a meeting of Lindford Parish Council (LPC) on Monday, while members debated how best to present their own suggestions for traffic calming measures on the village's streets. LPC chairman Ian Skelton-Smith told councillors he had received a letter from Tim Wall, engineer for the county council's Highway Development Control team, confirming the project would go ahead. He said he was disappointed at the news following the parish council's objection to the scheme, and added: "Although they (the county council) consulted with us, they do not seem to have paid much attention." A trial was held in Liphook Road in July to test the impact of a roundabout on rush-hour traffic, using traffic cones and sandbags to create the proposed raised hump and central reservations on both approaches. At the time, members of village campaign group SOIL (Stop Overdevelopment In Lindford) argued the cones and sandbags had been scattered because the junction was not wide enough for larger vehicles, including sewage trucks, to negotiate a roundabout. Lindford parish councillor Elaine Murphy, whose driveway will lead straight on to the roundabout, has finally agreed to have her garden wall knocked down to improve access to the driveway. Mrs Murphy originally turned down the offer, saying she did not want to lose part of her property, and is understood to be upset at the lack of alternative solutions. Mr Wall said after the trial that the installation of a mini-roundabout would be overseen by HCC engineers, who would carry out another safety audit afterwards. LPC has also been asked to submit ideas for traffic calming measures in Liphook Road to the Highways team, and a workshop was scheduled to take place on Wednesday evening between councillors and the public. The original idea was for each councillor to take suggestions from a small group of residents, which would be discussed at a full parish council meeting in October to determine the council's official position. But councillors Joe Davies and Stanley Bennett argued this risked creating too much "waffle" or a "mish mash of ideas". They suggested instead that one major proposal should be decided at the meeting and given to HCC immediately. Mr Skelton-Smith summed up the position, saying: "We have a duty to get people's views but our bargaining position with the county council is weak already and we do not want to put forward opposing ideas because they will think 'These people don't know what they want'." A spokesman for Hampshire County Council said: "This scheme is in association with the planning application at Chase Farm, Lindford, for 207 residential dwellings by both Charles Church and Bellway Homes.  "Part of the access strategy requires the construction of this mini-roundabout at the junction of Windsor Road and Liphook Road and alterations to the junction of Washford Lane and Windsor Road.  "In association with the development there is also the requirement to construct a traffic calming scheme along Windsor Road, including the junction with Washford Lane, and Chase Road. "The mini roundabout scheme is currently undergoing preliminary design check with the county council during which the trial was held to establish any issues that may arise with the improvement, and to see physically how the junction would function when constructed.  "This design check has not been completed and approval has not yet been granted.  "The principle of the works has however been established through the planning process and the use of a mini-roundabout at that junction has been accepted as the most appropriate form of access."
