A WAVERLEY councillor has said he has "no regrets", after an appeal inspector hit the council with a second costly punishment for "unreasonable behaviour" in opposing a developer's proposals.
The council, made to pay costs of £24,000 to Millgate Homes in 2008 after the developer won an appeal to replace Waverley House with 15 two-bedroom flats, must pay out again after digging its heels in over details of the same scheme.
