A note passed to town councillors at the start of the meeting recommended that the payment of the capital grant to the CAB, instead be interpreted as meaning a "non-recurring" or one-off grant.
The payment of the money hit a snag when it was realised that, under the town council rules, a capital grant could only be paid on receipt of invoices which would not have been applicable in this case.
