Serious accident on A3 between Hindhead and Liphook: All-day closure likelyDespite warnings from East Hampshire District Council's head dog warden, Richard Smith, who spelled out the consequences, chairman Barbara Easton exercised her casting vote, while Don Jerrard, who spoke out against the the orders during discussions, decided to abstain.
Bill Mouland, who was strongly against the parish council adopting the orders, called it "discrimination against responsible dog owners" and unfair for "elderly people who want to let their dogs off the lead".
