A NEW authority that covers much of East Hampshire has been praised for its planning system and community engagement.
But the South Downs National Park Authority is "timid" with a "low public visibility", according to the compilers of a peer report.
Furthermore, there are concerns that its lack of a management plan is holding back jobs and economic growth around the park area.
