A homeowner has applied for a certificate confirming the lawful use of a long-established top-floor flat in Farnham.

The application, WA/2026/00927, seeks a Certificate of Lawfulness for the continued use of the flat as a self-contained independent dwelling in Snailslynch.

In supporting documents submitted to Waverley Borough Council, he said the flat had existed as a separate residential unit for more than 10 years and had always formed part of the house as a self-contained annex with its own kitchen, bathroom and access.

According to the submission, the applicant’s grandmother lived in the flat from 1978 until her death in the 1990s. Since then, the flat has reportedly been rented continuously to tenants.

The application says the owners are seeking the certificate so current and future tenants can be registered separately for council tax purposes.
