AMENDED plans to build five houses which were previously refused on appeal, have now been granted at a secnond appeal.
Planning consent for the development at No. 18-22 St Christopher’s Road, in Haslemere, were thrown out on appeal in April 2016 as overdevelopment.
Waverley officers recommended a revised application submitted last November, once the former home of Haslemere Wardrobe, should be granted as “it satisfactorily addressed the concerns expressed by the inspector” but councillors disagreed and it was refused by southern area planning committee.
Allowing the appeal second time around, inspector inspector Claire Searson said: “I do not consider that the development would have a cramped appearance, rather, I consider that the development would represent an effective use of the appeal site which would be in harmony with the overall density, scale and plot size of the area, within this central location of Haslemere.
“Residential development lines St Christopher’s Road and I consider the development across the whole of the site frontage would be entirely consistent the character of the road. The height of the dwellings has also been reduced from the previous scheme and as such I consider that there would be no overshadowing of neighbouring dwellings.
“The dwellings would also be a sufficient distance from neighbouring dwellings and as such privacy would be maintained. Accordingly I find no harm to the living conditions of neighbouring occupants.
“In respect of the protected tulip tree to the rear boundary of the site, based on the submitted arboricultural report, I am satisfied that the tree would not be harmed, and that protection measures in accordance with the submitted report would ensure that it would not be harmed. These can be conditioned accordingly.”
The inspector refused an application made by S2 Development for a full award of costs against Waverley Borough Council.
