Acting inspector Glynis Shaw was adamant the problems should be nipped in the bud after receiving at least three calls a day about rowdy teenagers.
Trouble-making teenagers could also find themselves subject to an anti-social behaviour order which would prohibit them from committing further acts of public disorder.
And she is calling on the public to help the police gather evidence on the teenagers so they can implement one of the special orders.
Insp Shaw said: "We are not tolerating any more bad behaviour. The residents of Liphook and Bordon have had enough and our resources are being stretched."
Problems in Bordon and Liphook have been getting steadily worse over the last couple of months.
In Bordon, juveniles hanging round the Forest Shopping Centre were causing problems by starting fires around the centre.
As part of the new, tougher stance on nuisance juveniles, Insp Shaw said more police would be visible in the Forest Centre. "I have been putting extra foot patrols around the Bordon area and I have been using the ShopWatch scheme.
"This has had some success because police have got to the scene very quickly."
In Liphook, the inspector said, there was a nucleus of about a dozen teenagers who were causing problems in the village.
"There are a lot of problems with criminal damage to local shops and shopkeepers are very upset. And there is a lot of damage at Sainsbury's.
"Liphook is being particularly hard- hit at the moment."
She said The Square was one area in the village which tended to have a lot of juveniles being rowdy and abusive.
Insp Shaw said police were trying to gather enough evidence to impose an anti-social behaviour order (ASBO) on to teenagers in Liphook and Bordon.
An ASBO prohibits a person from committing further acts of harassment, alarm or distress and if the order is breached, it is a criminal offence.
Although residents of Bordon and Liphook have been willing to report incidents of juvenile nuisance to the police, Insp Shaw said she needs people to give the police concrete evidence.
"We want the public to report it, and also, not just to report it but to take a stance and give us statements."
