THREE Surrey Police detectives have been served misconduct notices relating to their interaction with a relative of the two women murdered by Tilford dog breeder John Lowe in February 2014.

The Independent Police Complaints Commission (IPCC) has launched an investigation into the interaction between Surrey Police and Stacy Banner - the daughter and sister respectively of murdered Christine and Lucy Lee - in February and March 2014.

It follows a complaint from Mrs Banner about her arrest and detention by Surrey Police.

A detective inspector has been served with a gross misconduct notice, while a detective sergeant and a detective constable have been served with misconduct notices.

In a statement, the IPCC said: “Misconduct notices do not imply guilt but are to inform the officer that their behaviour and conduct are under investigation and the level of severity.”

Mrs Banner has protested her innocence following her arrest and subsequent “22 hour” detention on March 18, 2014, which she claims relates to the alleged theft of a television.

A spokesman for Surrey Police said: “Surrey Police can confirm that three officers have been served with notices in relation to misconduct and gross misconduct as part of an ongoing investigation by the IPCC.

“These notices relate to an allegation of burglary at a property in Surrey on March 11 2014. The investigation remains ongoing and Surrey Police is unable to comment any further at this time.”
