CONSERVATIVES are celebrating a resounding by-election win in the Waverley West ward of Surrey County Council, after seizing the seat held for 14 years by Liberal Democrat Dr Camila Inglis.
Tory candidate John Foster reversed a 667 vote lead by the Lib Dems at the 1997 county elections to secure the seat by a comfortable 27 per cent margin from Lib Dem borough councillor for Elstead, Pepper Harrow and Thursley, Nancie Mitchell.
