CONSERVATIVES are celebrating a resounding by-election win in the Waverley West ward of Surrey County Council, after seizing the seat held for 14 years by Liberal Democrat Dr Camilla Inglis.
Tory candidate John Foster reversed a 667-vote lead by the Lib Dems at the 1997 county elections to secure the seat by a comfortable 278-vote margin from Lib Dem borough councillor for Elstead, Peper Harrow and Thursley, Nancie Mitchell.
