Water regulator OFWAT is set to investigate letters sent to householders in the Bordon and Headley area which state residents will be liable for water meters if no reply slip is returned.

South East Water has sent out letters stating that it would install the meters, which could triple the cost of a family's water bill, unless residents sent back the slip saying that they do not want one.
