FOR the second year running East Hampshire District Council's Christmas refuse collection service has been branded rubbish by angry Petersfield residents.

Last year head of environment Steve Read was forced to make a public apology after being bombarded by angry taxpayers who said their rubbish had not been collected and the same disastrous problems have hit the town again this week.
