THE third by-election for Bramshott and Liphook Parish Council in 18 months was held last Thursday, and it produced a clear winner in Dr Sangita Judge.

But like the two previous elections – which have cost taxpayers approximately £9,000 each – the turnout was less than 20 per cent.
