THERE is no excuse for most young people in affluent Surrey not to be in education, employment or training, according to Surrey County Council leader Dr Andrew Povey.

He made his comments at a meeting of the full council last Tuesday, also suggesting that residents in general have forgotten their "social and civic responsibility".
