HAMPSHIRE County Council looks set to agree a recession-beating council tax increase of just 1.9 per cent – the lowest ever proposed by the county council in almost 40 years.

Cabinet members have identified savings of £20.5m in the 2009/10 budget which will enable them to put forward a more modest figure than the average increase of 3.5 per cent proposed nationally.
