THE Bordon Area Action Group (BAAG) has set in motion plans that could force East Hampshire District Council into a position in which it is legally obliged to hold the promised eco-town referendum - but at residents' expense.
This week, a warning was given that BAAG's plan could "backfire spectacularly" because it would be Whitehill Town Council, and local taxpayers, who will have to pay for the referendum, not the district authority.
