WAVERLEY tenants have dealt the borough council a devastating blow by rejecting proposals to transfer 5,500 council homes to a new housing association.
The plans would have transferred ownership of the homes to the Waverley Housing Partnership (WHP), freeing up some £46 million of council money for new affordable homes and community projects.
