WAVERLEY residents will face one of the lowest increases in council tax in Surrey, after councillors agreed to a £3.75 increase in the yearly charge for the average Band D household.
But Liberal Democrats branded the budget "mean and skinflint" as they pointed out that a number of community projects had suffered as a result of funding cuts.
