AN accusation that East Hampshire District Council's budget is "half baked" and "irresponsible" has been fiercely defended by its Tory-led cabinet.
East Hampshire's Liberal Democrats have also branded the proposed budget, which freezes council tax for the fourth year running as "scandalous".
