IAN Fletcher, the man who lost a £30,000 tudor jewel to Waverley council, says he feels used by the borough's Tories who have announced they cannot keep their election promise of waiving his £20,000 costs.

Mr Fletcher, who had to pay his own costs of £15,000 as well as the council's £20,000 after a three-year ownership battle over the tudor hat pin, said Waverley Tories' behaviour was "shameful" and "despicable" after hearing the council could be acting illegally if they dropped his debt.
