CONSERVATIVE Waverley councillors have been accused of hostility and "bullying tactics" against opposition councillors, in a scathing parting shot by a disillusioned Independent who is retiring at the May elections.

Alan Lovell, who has represented Upper Hale on Waverley since 2007, says that, thanks to the way the ruling group operates, it has been a lot of hard work for little achievement.
