HASLEMERE Town Council has been accused of "bypassing the democratic process" in the way it has calculated its spending for the next financial year.
The accusation was made by Liberal Democrat Michael Biddiscombe at a special finance and general purposes committee meeting on Monday night, when the town council agreed to opt for a higher precept for the coming year.
